Board of Directors
West Metro's Board of Directors oversees the budget and policy decisions made within the District. Seven board members meet twice a month on the first and third Tuesdays to discuss operational, budgetary, financial and community issues. These meetings are open to the public and held at West Metro's headquarters at 433 South Allison Parkway. Each board member represents a portion of the District's citizens and can be contacted about any fire, medical or safety concern regarding West Metro's services or policies.

James Kullhem, President, District I
Jim Kullhem represents the area West of Kipling and North of Alameda that includes Fire Stations 2, 5, and 6. Mr. Kullhem is a retired Denver Public School (DPS) Principal with 34 years experience. He and wife Sharon have lived in Jefferson County for 36 years, raised four children and enjoy six grandkids. His service to the community includes ten years as a Trustee of the DPS Pension Plan, a Past President of Southwest Denver Kiwanis, and as Chairman of the Supervisory Committee at Westerra Credit Union. Mr. Kullhem is counting on his acquired skills to maximize taxpayer dollars to ensure that the West Metro Fire Protection District continues to be a 21st Century leader in the fire service/EMS community.

Randy McConnell , Vice President, District II
Randy McConnell and his family have lived in Green Gables in District V for 25 years. During that time he has worked as the safety and environmental manager for a major medical center and a renewable energy research laboratory in Jefferson County, both positions requiring continuous interaction with numerous fire, emergency medical, law enforcement, and utility agencies. As a Certified Safety Professional he currently provides safety, environmental, and emergency preparedness consulting services to clients in the metro-Denver area. Further community service is provided by being on the Board of Directors and Treasurer for the Bancroft-Clover Water and Sanitation District since 2006, as a public and industry representative on the Jefferson County Emergency Planning Committee since 1988, and as an active member of the Colorado Chapter of the American Society of Safety Engineers since 1983. Mr. McConnell endeavors to apply his technical capabilities and management expertise to help ensure the residents of the West Metro Fire Protection District are receiving high quality and cost effective services, both now and in the foreseeable future.

Manny Chavez, Secretary, District VI
Manny Chavez has been a resident of Jefferson County for 35+ years. He and his wife, Kathie, have resided in Bellview Farms of South Jeffco for over 13 years. They have three grown children and one granddaughter. He has a degree in Fire Science Technology and in 1998 retired from the Denver Fire Department as an Assistant Chief, after a fulfilling, challenging and enriching 30 year career. More public service followed as Manny volunteered to serve as a Member of his Homeowners Association Board, as a Member of the West Metro Civil Service Committee, and then representing District #6 on the West Metro Board of Directors.

Pam Feely, Treasurer, District IV
Pamela M. Feely, CPA, has owned Feely & Associates, PC. firm since 1992. She serves on the Jefferson County Business Lobby and The Colorado Democratic Business Coalition. She received the West Chamber of Commerce and Easy Chair magazine’s 2003 Outstanding Woman of Jefferson County award. Pam graduated from Leadership Jefferson County in 1994 and has since chaired the alumni association and the 2004 Leadership Jefferson County Class. She is currently serving on the West Chamber Serving Jefferson County Foundation Board of Directors as Treasurer. She serves on the Youth Leadership Jefferson County steering committee, a program of the West Chamber Foundation.
She received the Distinguished Alumnus Award presented by the West Chamber Foundation in June 2005. Pam became a Bighorn Fellow in October 2004. She is a recipient of the 2005 Outstanding CPAs making a difference Each Day, Every Day. She served on the West Metro Fire Blue Ribbon Panel in 2006.

Joseph Margotte, Director, District III
Joe Margotte was born and raised in Chicago, and has been a resident of Lakewood on and off for the past 45 years, the last fifteen in District III. He is married with five children, four whom live in Lakewood. Joe has been involved in private industry and in business for 50 plus years. He has owned and at present time owns a restaurant on West Colfax.

Born in Huntington Park, California, moved to Longmont, Colorado where I graduated from high school. Attended Mesa College and the University of Denver after which I joined the Air Force.
After being discharged from the service I was employed by Public Service Company of Colorado (now Xcel Energy) in Materials Management where I retired after thirty-eight years.
I served on the Civil Service Committee with Bancroft Fire, Lakewood Bancroft Fire and West Metro Fire for a total of twenty-five years. I have lived in the West Metro District for thirty years.
My wife, Barbara, and I have been married for fifty-six years, have two grown children and five grandchildren. We both actively take part in various volunteer community activities.

Mike Munden, Director, District V
A native of Colorado, Mike Munden has lived in Lakewood, in District V, for 7 years. He is currently an operations manager for a flooring supply distributor in Denver. Serving the community, by being involved with youth sports for over 15 years both as a coach and administrator, has been a true passion of Mr Munden's. He currently serves as the President of the Green Mountain Junior Football Association and as the Vice President of the Jefferson County Midget Football Association. Mr. Munden plans on bringing technical and managerial acumen to ensure that West Metro Fire Protection District provides the highest quality service to the residents of the district.
