Civil Service Committee
West Metro's Civil Service Committee is a citizen-volunteer group appointed by the Board of Directors to oversee state statutes and various personnel issues. This committee is responsible for setting the standards of employment, promotion and termination of fire fighters. In addition, they oversee the recruitment, testing and promotion of fire fighters.

Tom Ashe, President
Mr. Ashe is retired from the computer and communications industry. He is a board member and director of the Columbine Kiwanis Club of Littleton, Colorado. He has been a scout leader for more than 30 years and has served as youth coach, board member and referee for the American Youth Soccer Organization and as a coach and umpire for the Amateur Softball Association. He served in the US Navy for six years and attended Northwestern University. He is married and the father of eight.
Jim Lawrence, Member
Jim Lawrence recently went back into retirement after serving four years as Executive Director for the Council of Western State Foresters. Previously with the USDA Foreset Service for nearly 35 years, Lawrence retired as Deputy Regional Forester, Pacific Southwest Region. Jim is a member of, and serves on, several national conservation organizations. Jim received his forestry degree from Iowa State University and also graduated fromt he U.S. Army War College.
Dick Igel, Member
Dick Igel recently retired from the United States government, working as an air traffic controller with the FAA and, most recently, in the police division at the United States Mint. He presently owns an insurance agency in the metro area. Mr. Igel has been active in scout leadership and in coaching, and was a firefighter with the Inter-Canyon VFD in Jefferson County. He brings his interest and support of the fire service as a volunteer to this committee.
Joan Rosenberger, Member
Mrs. Rosenberger comes to the CSC with a background in education where her committee involvements and chairmanships extend from the state to the local level. She is also involved in political and civic organizations. Citing the excellence of West Metro Fire Rescue, she looks forward to supporting the efforts to maintain this status as well as the respect and support of the community.
Don Sherman, Member
Don Sherman is a senior vice president with a local environmental engineering firm. He has over 30 years experience in industrial environmental engineering, safety, and emergency response. He received a Bachelor and Masters degree from Cornell University. Along with his wife and children, Don is also active in coaching and supporting Westside and high school lacrosse organizations. Having come from a family of firefighters, he appreciates the opportunity to serve the community in support of West Metro Fire Protection District.
Leo Johnson, Member
Leo Johnson is a Past Chairman of the Board of the Fire and Police Pension Association of Colorado (FPPA): a member of the Board since June 2000. He represents Colorado Special Districts on the FPPA Board. FPPA Board members are appointed by the Governor and confirmed by the State Senate for four year terms. Leo is Past Chairman of West Metro Fire and Rescue Board of Directors(15 years of service on the Board terminated due to term limits), and has been appointed to serve on the Fire District's Civil Service Committee. He serves as Vice Chairman of the Colorado Special Districts' Property and Liability Insurance Pool and Secretary/Treasurer of the Southwest Surburban Denver Water and Sanitation District He also serves on several other Boards of Directors and Foundations.
Leo retired from the Air Force with 24 years of service. His duties included flight in a variety of aircraft, Minuteman Missile Crew, Staff/Instructor at the United States Air Force Academy, Vietnam, and involvement in the nations Space Program as Director of Operations for Satellite Command and Control and Director of Space and Missile Warning Operations for NORAD. A second career with Lockheed Martin continued his active involvement with the Nation’s Space Programs, culminating with the launch of the Cassini mission to Saturn.
Warren Teasdale, Member
Warren Teasdale retired in 1990 as Chief, Research Drilling, Sampling, and Testing-Techniques Project from the U.S. Department of the Interior, Geological Survey after 37 years of service. After retirement, he became a member of Golden “K” Foothills Kiwanis Club in Lakewood and began doing volunteer work on various local projects. He then became involved with West Metro’s Community Outreach Division (COD) in 1990. As a volunteer with COD I was asked to join the speaker’s bureau & also, received training on many other Outreach’s activities including becoming a certified children’s car seat technician. Warren is active in his Lutheran Church as a Congregational Coordinator for Thrivent, and a choir member. He served in the U.S. Naval Reserve (inactive) for 12 years; graduated from Hofstra University in 1958 with a degree in Geology. Warren was a volunteer firefighter during the 1950's. He was a member of Alpha H & L Company #1, Roosevelt, NY. Warren is married with two children and has three granddaughters.
Brian Goepfert, Member
Brian Goepfert is a federal mine safety and health inspector with the United States Department of Labor-Mine Safety & Health Administration; and is dedicated to protecting the health and safety of the Nation’s miners. Originally from Wisconsin, Brian earned a Bachelor’s degree while attending the University of Wisconsin-Whitewater. He is a certified firefighter, and a former captain of MSHA’s national mine rescue team. Brian is married with two active daughters. He enjoys spending time with his family, sports, camping, and motorcycles. Brian looks forward to serving the community on this important committee.
